Hi, In my view learning to speak through reading is more effective and interesting , as well as more challenging. Let me give some examples. A narrative can be used for drama performing or story telling especially  in a big class. An argumentative text can be used either for speech, debating, or discussing something. It will really work as long as the topics are interesting for the students.

I think english could be learned easily through reading because by listening, the attention could shift to another thing which may serve as a distraction to the listener. This is not good. I also know for a fact that the attention span of a person is so short, like twenty minutes or something. But through reading, it may open to a new horizon of learning especially if the topic is very interesting.

Drawing from my experience, the best method is to encourage the students to speak in the English Language. Over the last 8 years I have been training participants with absolutely no grounding in the English Language.

The day I start my training session, I make it mandatory for all participants to speak only in English. The use of mother tongue should be totally done away with. For the first few sessions you will find your students blank. This should in no way discourage you. They will gradually start picking up the language. You need to ensure that each participant is made to speak whatever he can without making him conscious about any mistake. The atmosphere that you create in the class is also vital. Students should get the confidence and courage to come and speak out boldly without any kind of fear or shyness. Depending on your participant profile you can start by asking the students to speak about themselves. Gradually you need to introduce them to common day to day conversations taking different situations. The corrections should be made subtly.

Reading is effective purely for building your vocabulary. Listening and speaking go hand in glove. They need to complement each other. This is where the trainer has to ensure that each session is interesting and students get totally involved in the learning process.
