Check out   www.Yolango.com.    Yolango is a new way for English language learners from around the world to immerse themselves in a wide variety of authentic and interesting videos. What makes Yolango different from other sites, however, is that all of the videos have been carefully transcribed and captioned. What’s more, Yolango captions are clickable, enabling users to receive definitions, usage examples and world level translations in 13 different languages for words they don’t know or would like to study further. Every video at Yolango also offers several challenging interactive games that build users’ listening, vocabulary, spelling and comprehension skills. Users compete to earn points and rise to the top of the Scoreboard.

I just started poking around with yolango and it looks interesting and promising, there are a couple videos that may not be suitable for young people viewing, so keep an eye on that.

I really like http://www.totlol.com/ It's aimed at young learners and their parents and collets together videos from youtube which are 'safe' to watch for younger students.
 
It's community based and so teacher and parents can work together to collect suitable viewing for their kids, which is a really nice idea.
