That is not very difficult to have discussions while you are teaching reading.

As you know Reading is one of the four language skills. It is a receptive skill which means responding to text, rather than producing it. But there are some teaching strategies that let you have discussions in your class.

As a warm-up stage, prediction is a major factor in reading. At this stage, the students look at a picture related to the text. You can ask them to work in pairs or groups and answer the following questions:

1-     What do they see in the picture?

2-     Where do they think the text comes from?

3-     How is the picture related to the text?

Of course, you can prepare more questions. Then, you can start a discussion in the class and all of students must be encouraged to take part in the discussion. Using this method, you can make your students talk for several minutes. If there is no picture, it’s a good idea to bring in a picture you have already provided.

After skimming and scanning the text you can continue the discussion, but this time you will personalize the text. It means that the students can be asked to relate the text to their personal life and experience and talk about it.

In conclusion, you have the opportunity to teach reading and have discussions all at the same time.

After reading a paragraph or even the whole text, you can make students form questions and answers about the text. In other words transform the text into drama to be acted by the students.

Another thing you can ask the students to paraphrase the text or some of it in their own words and narrate it to each other.

First of all, I would like to say thank you because you have shared your strategy in improving speaking trough text. Your suggestion helps me in developing my students' speaking skill. However, I met the other problems in application your strategy. My students were more often to use their native language rather than their target language. They said that discussion in English make them get misunderstanding in their discussion. More over, actually I want to use presentation of each group in front of class to know the result of their discussion. Would you like to give me any suggestion about the role of interesting presentation? So my students will not feel bored in the class. Finally, thank you for your suggestion.

It is not a good idea to improve the speaking skills of students by making them read. Speaking has to be done naturally and should be a stand alone activity. Initially give your students the freedom to talk on any topic of their choice. Set a culture for the whole class and make each student speak without making any mention of the mistakes. Take them through this process, till they get very confident and their mental block in terms of fear and other apprehensions are removed. You can then gradually start correcting their structures and take them to the next level. As far as reading is concerned, it can at best be used as a tool to improve the finer aspects of the English Language like pronunciation, intonation, rate of speech, pause and stress.

Teaching speaking can be done naturally with any topic the learners interest and also with the reading text given. Let's think about the teaching process and the thinking process. The teaching process i want to say is the way we try to bring the interesting topic for speaking of discussion-we 're trying to encourage them to participate in the learning activity-they'll be more attentive to that interesting topic. They will find it's fun, they can share with the class about their ideas, experiences and they can express themselves about it. This results in their practice for language fluency.
The thinking process which benefits the learner's competence in speaking pays very great role in making the learners to learn and improve their skill. This is even more challenging when they need to discuss about something-their brain will have to do hard workout in order to brainstorm, share and choose the best ideas to be discussed together. This is really more advance in learning speaking skill besides introducing them to any traditional situations of conversations. Above all it motivates them to take part in the discussion bringing about various creative ideas.
We've tried this for years and it works well amongst our children.
Enjoy teaching!

DearAji,
Reading can of course be greatly used as a tool to improve speaking skills among children.  it would be better to provide the students texts about the topic you want to get them  speak about .For example give them a reading text about  nuclear power and persuade them to go through it . After that you can make the students talk about their different ideas regarding the topic. It can act as a good stimuli. It is always better to follow LSRW.First let  the students listen to the topic you are dealing with and then encourage them to talk about it then reading and finally writing .
