I think that culture of learning mostly depends on the country and its educational policies. If the teacher implicates for international culture and teaching/learning English as International, that's considered a "pilot project" and inventions of the teacher. I am speaking here as a Russian teacher who graduated from the Russian pedagogical institute.
I do agree that we should consider teaching English as teaching international language and apply international language pedagogy "appropriate to the local culture and learning" (McKay, 2002). You know, before 1991 the Soviet Union had its own methodology based on psychological development of individuality. An English lesson that time looked this way: homework check up, presentation of the new material and reinforcement of the new material. At present, Russia has accepted CLT due to the global tendencies in ELT methodology, but the didactic traditions mostly remained. I found some similiarities with the Asian culture. Still now, the teacher is the authority in the classroom and expressing points by the Ss might be rude toward the teacher. Cortazzi and Jin (1996) stated in the relation to the Asian culture of learning: "In the early years, the importance of discipline and the significance of giving children necessary knowledge is stressed." Almost nothing has changed in the Russian classrooms nowadays; some children still cannot communicate fluently.
I mostly stick to CLT. But, are my learners ready for this approach? If they are used to the strict discipline and prevailing teacher's talk, it's challenging for Ss to open discussions and exchange opinions. That's why I have to adapt CLT in accord with my local culture of learning and reach my Ss at their levels.
To conclude, the culture of learning starts with the teacher. If the teacher is open to the new ideas and innovative technologies, s/he will implicate modern tendencies that will meet the demands of the society.

Yes, a teacher should try to adapt to the new technologies arising and keep up with the changing teaching methods. Ulternatives and new methods tend to be very useful and are adapted to the students' needs.
